Description: Two letters from the Department of Human Resources and Economic Development intended for citizens of South Bend. One is from January of 1978, while the other is from September of 1978. They detail the Urban Development Action Grant Program of 1978. South Bend, facing declining population and increasing economic challenges in the face of a changing manufacturing climate post‐Studebaker, engaged in aggressive actions to spark positive change.
