Description: A piece of paper is blown onto a set of radio wires on top of a house; the paper says that licenses will not be granted or renewed to radio broadcasters who advertise lotteries or offer prizes dependent in whole or in part upon lot or chance, under the authority of the Federal Communication Commission (FCC). An unseen person inside the house says that the giveaway program wont come in; someone says that there must be something on the aerial.
