Circuit Judge Spencer. Changes in Traffic Laws Cited by Circuit Judge. Slow Driver Must Give Right-of-Way to Others, Rules Require. Indianas new traffic law, which went into effect July 1, will be enforced strictly in Evansville and Vanderburgh county, according to announcements by law enforcement officers. Circuit Judge John W. Spencer, Jr., at the request of The Courier, has prepared a digest of the new act so motorists may understand fully its provisions, several of which are violated daily. The resume follows: First drivers must drive to the ...portion of the high-...to turn to...when...the road to anyone desiring to pass, fails to dim bright lights for a vehicle or pedestrian or drives heedlessly is guilty of reckless driving. Any conviction carries probable loss of driving privileges not to exceed one year. The speed limit for buses is 50 miles per hour; for transport trucks, 45 m.p.h. For all cars prima facie unlawful speed is 20 m.p.h. in business districts and 30 m.p.h. in residential districts. Signs on public highways and bridges as to authorized speed must be obeyed. Any driver intending to turn right must keep as close to the right hand curb as possible. Any driver intending to turn left must turn from the left portion of the right half of the roadway.
