Description: Public looks at a book of new laws in Indiana which went into effect around the time the cartoon was published. A car next to him points out that drivers are liable for accident damage over $25 and that driving under the influence of drugs or alcohol will result in suspension of ones drivers license. A paperboy standing behind Public, wearing a bag marked Courier full of folded newspapers, says that it is now a misdemeanor to fail to pay for newspaper delivery.
