The movement in the State Legislature, fathered by therepresentatives from the district in which Mun-cie is located, to have a second State Normalestablished in that city, has failed. It seemsthat Muncie has been unfortunate in possessing a certain group of buildings which havebeen at one time or another the home of variousschools under various names, none of which,however, have survived, and in despair the citizens have been trying to give these buildings,which are known as Taylor University, EasternIndiana Normal, etc., to the State on the condition that a State Normal School be established.The struggle in the Legislature was long andhard fought, and is exceedingly interesting tostudy. The bill to establish a State Normal atMuncie was offered by Representative Fitchof Muncie. It was favorably reported on byWays and Means Committee, but not all themembers of the Committee would sign the report. Having come before the House Feb. 9,the first attempt to kill the bill was made byRepresentative Sunkel of Vigo and VermillionCounties, with a motion to strike out the enacting clause. He declared that the bill, if enacted, would increase the tax levy three-fourths-of a cent on every $100. Representative Fitchof Muncie made a motion to lay the Sunkelmotion on the table, and his motion was carriedby a vote of 61 to 25, and the bill was passed toengrossment.On February 17, the bill was brought up forfinal action, but was defeated by a vote of 49 to42, which, however, not being, according to therules of the House, a constitutional majorityeither for or against the bill, left it open forreconsideration. The fight is described below:An attempt to amend the bill by itsfriends so as to reduce the proposed tax levyfor the support of the second Normal schoolfrom three-fourths to two-fifths of a cent ofthe $100 failed. Representative Beheimer ofMadison county, offered the amendment as soonas the bill was placed upon its passage. Opponents of the bill also opposed the amendments, saying that if the tax levy is refused theschool will have to have greater appropriationsfrom the State.Representative Fitch of Muncie, opened thedebate, speaking briefly for the bill. He described the property which Muncie proposed togive to the State, and an additional ten acres ofground. When the bill had been introduced ithad been amended to give the State an additional ten acres of ground.Representative Sunkel of Vigo and Vermillion Counties followed in opposition to thebill. He opposed the bill because, he said,about $150,000 would have to be appropriatedto support the school until it can benefit by the |
