of the Normal Advance, under power granted
in Article V, Section 33, of the Constitution of
1900, which reads: This Constitution may be
amended by a unanimous vote of the members
of the Board of Control, and on account of
the necessity of adopting the Constitution to
the changing needs of the paper, do establish
this Constitution in amendment to and in
place of the Constitution of 1900.ARTICLE I.Section 1. There shall be a Board of Con¬
trol for the Normal Advance, which shall con¬
sist of one representative from each of the
recognized class organizations of the school,
the president and the librarian of the school,
and one other member of the Faculty.Sec. 2. The representatives of the classes
shall be elected for the ensuing year not later
than the first day of May, by the regular mem¬
bership of these classes during the spring term.Sec. 3. The third representative of the
Faculty shall be chosen by the Faculty for the
ensuing year not later than the first day of
May.Sec. 4. Any organization, entitled to rep¬
resentation on this board, at any time, when its
representative is not in school or has resigned,
shall be entitled to elect a representative to fill
the vacancy.Sec. 5. The Board of Control shall hold its
regular meetings the first Saturday in each
month at nine oclock A. M. in the office of the
librarian. Other meetings of the Board may
be held on call of the chairman. Any regular
meeting may be waived by the unanimous vote
of the Board.Sec. G. It shall be the duty of the Board
of Control to elect the editor-in-chief, the busi¬ness manager and the treasurer in such a man¬
ner and at such a time as is directed in this
Constitution, and to exercise such control over
the business and policy of the paper as it shall
see fit and as shall not be specifically assigned
•in this Constitution to some other officer.ARTICLE II.Section 1. There shall be an editorial and
news department of the Normal Advance,
which shall consist of an editor-in-chief and
a staff of editors and reporters.Sec. 2. The editor-in-chief shall be elected
for one year by the new Board of Control on
the first Saturday in June, or at the earliest
possible subsequent meeting of the Board.Sec. 3. The staff of editors and reporters
shall be appointed for one year by the editor-
in-chief, with the advice and consent of the
Board of Control, at the first regular meeting
of the school year in which these officers are to
serve, or at the earliest possible subsequent
meeting.Sec. 4. It shall be the dut} of the editor-in-
chief with the assistance of his staff to edit the
paper and superintend the publishing thereof,
at all times consulting with the business man¬
ager on matters pertaining to the finances of
the paper, and to perform such other duties as
this Constitution or the Board of Control shall
direct.Sec. 5. The Board of Control reserves the
right to remove at any time any member of the
editorial and news department who is found
negligent or inefficient.ARTICLE III.Section 1. There shall be a business de¬
partment of the Normal Advance which shall
