Description: Attendees stand outside the Cadle Tabernacle during the 4th national convention of the Townsend Plan. This proposal, promoted by Dr. Francis E. Townsend in the early 1930s, encouraged old-age pensions of $200 (funded by a 2% sales tax) for retired workers over age 60. Although the plan never came to fruition, President Franklin D. Roosevelts Secretary of Labor stated that the pressure generated by the Townsendites contributed to Social Security Act of 1935. The convention took place in Indianapolis from June 22 to 25, 1939. The lenders grandparents, Thomas S. Tracy (1902-1980) and Veda Clark Tracy (1907-1998) spearheaded the movement in central Illinois and appear somewhere in this panoramic photograph.This view shows buildings on the north side of E. Ohio Street near New Jersey St., including (left to right): Indianapolis City Hall, Eichrodts Lunch Hall, Cadle Tabernacle, Victoria Flats, and the Evangelical Lutheran Church.
