Townsend Recovery Plan Convention, Cadle Tabernacle, 1939

Description: Crowd shot of people gathered for the fourth annual Townsend Recovery Plan convention, held at Cadle Tabernacle in June 1939. The organization was formed by Francis Townsend, a California physician, in 1934 with a pension plan for the elderly. Townsend clubs existed around the country, but Indianapolis had some of the highest membership numbers and was therefore chosen for the convention site. The plan was never adopted but influenced Franklin D. Roosevelts Social Security system.
