Description: The City Beautiful Movement inspired Indianapolis officials. Plans for a park system were begun and clean up of dumps along waterways began. George Kessler visited the city in 1905 and was appalled to see a bridge over Fall Creek being used as a dump. Mayor Taggart approved land purchases for parks, but controversy over the cost slowed progress until 1908, when the Indianapolis Park Board officially hired Kessler to design a plan for the city augmenting a previous one prepared by the Olmsted brothers.
