Townsend Plan-Statehouse-Indianapolis, Ind. Jan. 17, 1939

Description: Group of men and women assembled on the steps of Statehouse holding Townsend Recovery Plan papers. Named for Francis Townsend, a California physician, it was a pension plan for the elderly. Townsend clubs in support of the plan existed around the country, but Indianapolis had some of the highest membership numbers and was therefore chosen for the convention site. The plan was never adopted but influenced Franklin D. Roosevelts Social Security system.
