Letter reports on the business of Congress, in particular the State of Virginias request for title to the lands northwest of the Ohio River. To allow for the creation of future states in this region, Congress commissioned General Clark of Virginia, General Green of Rhode Island, W. Higginson of Massachusetts, W.
