Description: A car is stopped on the side of the road in front of a building. A man in the drivers seat honks the horn and a ghostly arm reaches out to press the doorbell on the building. A woman looks out from the backseat of the car. Two giant arms reach down from the sky. One is holding a folded piece of paper while the other points to a second car in the background. The scene takes place at night and the larger cars headlights are clearly visible. There is a full moon in the sky, which has a face and two arms, with its fingers in its ears. Also visible in the background are two smaller buildings, a tree, and a clock tower.

City ordinance. A-oow-ow. Wow woop-oop. No horn toots or sounding from 10 pm to 6 am. Long distance bell ringers. -Except- as provided in Indiana motor vehicle laws that have but one--a single law--for horn blowing: Sec. [Section] 52: Whenever one wishes to pass another (in any kind of vehicle--or a horse or in buggy etc. etc.) going in same direction on any public highway--signal by ONE long blast of horn. Police fire and ambulances excepted. Well Doc [Doctor]--perhaps now we can sleep.
