Three police officers, representing the F.O.P., say that there will be summer camp, as long as people buy tickets for their Water Follies show and support their Hub-Cap project. A sign in the bottom right corner gives more information about the camp. At the top of the cartoon, there is a view of Roberts Stadium set up for the Water Follies.
