A man labeled Hartkes City-County Machine rides on the back of the fire engine and is hit in the head by the hose nozzle as the engine bounces along. Hartke says that he is going to save the Capitol before Senator Jenner burns it down. He is picturing the U.S. Capitol building engulfed in flames. In the top left corner is an image of the city of Evansville in flames. But despite the fact that he is needed in Evansville, Hartke is headed Up State.
