Congress has written no law respecting the conduct of public education in the states: It was the sole duty of the governor--and legislature of Arkansas, to decide upon the speed and character of Arkansas integration. It was governors sole responsibility under the constitution of both the state and federal government, to prevent or suppress violence if it resulted.... When Governor Craig sent national guard troops to New Castle, Indiana, during violence at a strike there, he was faced with more dangerous and violent situation than that at Little Rick. But it never occurred to the president to send federal troops and federalize the Indiana National Guard to immobilize in that case. How the president conducts foreign affairs has not relationship to how states and people conduct their own affairs....Indianapolis Star.
