Description: A car has gone off the road, knocking down a utility pole and plowing through two yards to crash into a second car parked in front of a house. People and dogs who were outside enjoying the summer day are frightened; some run away and others have fallen to the ground. A man comes out of a house and sees that his (parked) car has been smashed. Below this scene there is a sign imposing a 25 m.p.h. speed limit on all city streets. Text says that these signs are needed in every block in the city, along with strict enforcement of all traffic laws.
