Description: Senate and House run down the steps outside the Capitol building carrying suitcases; they are leaving for their Christmas recess. Speaker of the House Rayburn reminds them that they have to be back the first week of January. Several pieces of paper appear on the steps behind them. One lists bills passed, another lists bills President Truman requested that did not pass; the third says that the US will run 5 billion in red if we spend all appropriated. House and Senate nearly trample Public in their hurry to get away. A donkey and an elephant run before them, carrying signs which express their opinion of the recent session. The donkeys says Good Work while the elephants says it was terrible.

Been at it one of the longest stretches--over 10 months. Get paid by year. Why not us? Workers revamping Capitol. Didnt touch me. Lewis. Bet I beat you home. Bills Passed--as rent control, housing, Atlantic Pact, review Marshall Plan, review trade agreement, crop insurance, government reorganization, farm price support, pay boosts, minimum wage 40 to 75 cents, etc. Truman asked, not passed: repeal Taft-Hartley, Social Security, federal aid education, civil rights, (illegible) tax repeal, (illegible), health insurance. Are you stopping by to say bye to Harry? Senate. U.S. will run 5 billion in red if we spend all appropriated. House. Plane ticket. Good work. It was terrible. And--be back to finish the 81st first week January 1950.
