Description: Uncle Sam stands on a podium holding a paper which says advance notice of food rationing. A huge crowd of people stands in front of him; two signs divide the crowd into patriots who will follow the regulations to help shorten the war and chiselers, profiteers, hoarders, etc. who will selfishly take advantage of the system and prolong the war. A police officer penalties for hoarding and two barricades try to hold them back, but the chiselers...etc. rush to get through. The barricades say that grocers will be asked to regulate sales until rationing begins and that people will have to declare the amount of newly-rationed goods they have in store when they register for new ration books or cards.

Those patriots who will abide by all requests and regulations to help in every way, little and big, to help win the war. I should worry I have plenty hoarded. The chiselers, profiteers, hoarders, etc. whose selfishness to take advantage and evade regulations will prolong the war. Advance notice of food rationing. O.K. Grocers etc. asked to regulate sales until rationing. Penalties for hoarding. Oh! Remember consciences does make cowards of us all. All such on hand must be declared when registering.
