The man comments that other cities have signs forbidding horn honking and that they fine offenders. Public agrees and says Evansville has noise ordinances but they are not enforced. On the floor, the elephant, a beetle, a penguin, a chimpanzee, and another animal in a car point out situations in which people honk their horns unnecessarily.

Say I like Evansville, great place, BUT--let me be frank and tell you--Ive been all over and this is the auto-HORN TOOTINGest place Ive ever heard such noise--Gee! Other places have Quiet no horn signs and they fine all offenders. Right you are, and we do have some kind of anti-noise ordinance, but--. And those who honk to attract those indoors. And those who drive with a horn tooting every intersection. And those who honk in traffic stops. And those who sit and toot at curb service places. And those in parades, ad stunts, and celebrations, riding up and down--tooting.
