Twenty minutes ofsudden downpour made a lake of Parsons FieldMay 8 while the triangular track meet betweenRose Poly, State Normal and James Millikinwas yet in its earliest stages. Unofficial scoresof the three events which had been completedbefore the deluge gave Rose 12 points, Millikin9 and Normal 6. Williamson of Normal andStandau and Smith of Rose had just qualifiedfor the finals in the discus hurls when the rainbegan.Of the three events Rose won two firsts andtwo thirds. Normal won a first and a third.Millikin took all of the seconds. In the 20-yardhurdles Stantz and Smith for Normal and Rosetied in the start and ran even for 40 yards, whenSmith stumbled, leaving Stantz to win in easystyle. Smith did not recover from his unfortunate accident sufficiently to gain second place,which went to Brunsman of Millikin. The time■was 18 3-5 seconds. The damp air handicappedthe distance runners. Coffey, for Rose, took thelead in the start in the half-mile race and easilymaintained his advantage, finishing with plentyof space to spare in 2 minutes 13 3-5 seconds.Parry of the visitors crossed the line second.Swango, who had been trailing all through therace, came up from the back field and by a burstof speed during the last ten paces capturedthird place for Normal.In the 100-yard dash Shaw of Rose repeatedSwangos tactics by passing both Bradford andE. B. Smith at the finish, giving Rose hersecond first in 11 1-5 seconds time. Bradfordcame in third and Smith of Millikin second.. Williamson of Normal scored a surprise inthe discus hurls by heaving the weight 101 feetin qualifying for the finals. Standau camesecond for Rose with 96 feet, Smith was thethird man to qualify, thus shutting the visitorsentirely out of the running in the discus event.When the succeeding downpour ceased thegrounds were a sea of water, and by mutualconsent the meet was declared off and no officialdecision was rendered.TENNIS.Tennis enthusiasts are putting in full timeon the courts south of the Vandalia and at theAssociation House grounds. Feminine elementsare predominating in this popular game.Oratory and Debating/. S. N. WINS FIRST.Indiana State Normal celebrated her adventinto the intercollegiate debating world by defeating Illinois State Normal University, ofNormal,- 111., May 21, in joint debate held inNormal Hall.The question for debate was: Resolved,That cities of the United States having a population of 25,000 or more should adopt a commission form of government. I. S. N. arguedon the affirmative, while I. S. N. U. defendedthe negative. The vote was two to one in favorof I. S.N. .Our debaters were Messrs. S. C. Morrill,Raleigh Schorling and Oscar Farris, while I.S. N. U. was represented by Miss Mary A. Belland Messrs. J. Arthur Phelps and George C.Richter.All six speakers spoke effectiveiy and thequestion was warmly and thoroughly discussed.In the constructive argument the affirmativeheld that our government of large municipalities is chiefly concerned with administrationand should be organized and carried out onbusiness principles, hence the need for a smallcommission consisting of expert members whoshall each be separately responsible for the efficiency and honesty of the work under his department.
