The Indianapolis Public Schools took over the property in 1912. The Winona Technical Institute was formed with a Board of Directors made up of 47 members, many of which were also on the Board of the Winona Assembly and Summer School Association. The new school purchased the former 76 acre United States Army arsenal, located at 1500 E. Michigan in Indianapolis, at auction in 1903. Over 4,000 donors made the purchase possible. Sol Dickey, the head of the Winona Assembly, was the head of WTI. The venture was short lived. It admitted students in 1904 and was insolvent by 1910 and was finally given over to creditors in 1916. It had programs in pharmacy, library, chemistry, electrical, lithography, house and sign painting, carpentry, tile setting, bricklaying, machinery, applied science and foundry operation. The pharmacy program went to Butler University and the library program went to Indiana University. The WTI buildings and some of its programs became Arsenal Technical High School, which still exist today.
