One prepares one for the other, he said.Learning accumulates knowledge, which goes into theforming of leadership, Quayle said.Quayle feels there are two major problems confronting the country today: one deals with the domestic side;the other, with international problems. Quayle feels thefederal spending and budget deficit are the biggest problems plaguing the country. The government must geta handle on actual spending, he said.
