Description: Photograph of inmates from the Indiana Reformatory, Clarksville, Ind., sandbagging railroad tracks during the 1913 Ohio River flood. The tracks were for the Dinky railroad, so named because of its small engine. The Dinky connected southern Indiana towns and Louisville. The inmates sandbagged the tracks, helping to keep the line open. Flood waters are each side of the tracks.
