The Hoosier News is an employee newsletter of Indiana Army Ammunition Plant, which was a smokeless powder plant on Highway 62 in Charlestown, Indiana. Published was between May 1972 and December 1981. In 1977, the format change and it became fewer pages because they started a second newsletter called Between the Lines. The newsletter contains plant news, human interest stories of employees and want ads. The United States federal government began acquiring land in Charlestown, Indiana in 1940 to build a smokeless powder ordnance plant to supply the US military during World War II. Indiana Ordnance Works (IOW) Plant 1 and Hoosier Ordnance Plant (HOP) began production in 1941. In 1944, IOW Plant 2 construction began. On 30 Nov 1945 at the end of WWII, Indiana Arsenal became the new name of the facility when the three plants merged. Between 1 Nov 1961 and 1 Aug 1963, the plant was designated Indiana Ordnance Plant. After this time, it became Indiana Army Ammunition Plant (INAAP). Production of ordnance continued at the plant until 1992. After that time, private industry became the tenants. A large portion of the land became Charlestown State Park. In October 2016, the government officially sold all the remaining land and facilities. While the final award is yet to be made, it is almost certain that at least one of the three lower bidders will be able to meet pre-award safety review requirements. The winning bid was $21.00 below our bid of $80.53 per charge. Because direct materials would have come from the same suppliers, all the difference would had to have come in personnel costs. Had we bid with no inactive facility cost allocation and no profit, our compensation, fringe benefits, and overhead costs would had to have been 22% lower to match the low bidder. The need for such radical measures was not foreseen during our bid preparation.Our latest information on PA116 container renovation now indicates that all 1992 funded requirements for tank rounds will use new containers. Initial evaluation of tank round charges returning from Southwest Asia indicates only a 10% need for charge container replacement; meaning the present renovated inventory is adequate.There are also indications that the 8-inch artillery system, presently operated by the Marine Corps, will be excessed as part of military down sizing. This would result in reprogramming of 1992 military funding for 8-inch Ml Green Bag work in 1993. We had hoped to submit a bid for this work within the next few months. In short, it appears there will not be an opportunity for Green Bag bid work in 1993.With all of these developments, little, if any, production work will exist past September of this year. This will leave Layaway activities; Packing, Crating, Handling (PCH); Care, Maintenance, Surveillance of Industrial Stocks and Finished Goods (CMS); and Maintenance of Inactive Industrial Facilities (MUF) as the only sources of funding for INAAP activities.Efforts to negotiate a Facilities Use Contract to allow ICI to pursue non-government commercial work will continue. A number of changes in contracting relationships are required in a Facilities Use Contract including contractor ownership of inventories and greater contractor insurance risks. These added costs are affordable only if there is sufficient work volume that would provide a means of cost recovery. Therefore, actual implementation of a Facilities Use Contract will be deferred until additional work can be obtained.Our present work load will require employmnt levels to remain near the current level into July. Most employment reductions will occur between late July and early September.Over our last six months of production, we will have three main priorities. The first will be attention to safety and our continued focus on the proper execution of each task to insure the prevention of catastrophic accidents. The second priority is to insure that we continue to manufacture a quality product. Our final production could well be in the war reserve stockpile for the next twenty-five years. And thirdly, it will be a top. priority to assist in every way possible the many employees who will be making the transition to other employment after production at INAAP is complete.Steven W.
