YoderThe Government and ICI America Inc., Operating Contractor here, utilize the land and the natural resources of Indiana Army Ammunitio Plant reservation to the fullest extent. I feel this a good opportunity to discuss the fullest extent. I feel this a good opportunity to discuss the functions which are performed to accomplish this task. The four major areas of responsibility to which I refer are land leasing, timber management, fish and wildlife resources management, and grounds maintenance.Sealed bids for leasing privileges are forwarded by interested bidders to the corps of Engineers and the bid is awarded to the highest offer. Lessees pay rent above a minimum value as assessed by the Corps of engineers. As a part of the lease agreement, lessees perform services as established by Plant Land Use Regulation for the particular lease. such services include mowing of roadway shoulders and pastures, ferilizing, herbiciding, seeding, fence construction and general land reparations. Lessees are raising cattle, beans, popcorn, and sweet corn.Timber on the plant is managed in accordance with Government regulations and the Plant woodland Management Plan. Management functions include tree planting, timber stand improvement, insect control, harvest and sale of timber, and firebreak mowing. Plant timber areas have produced some fine walnut and cherry logs which are sold and used in major plywood, veneer, and furniture plants in the Mid-West.Management of fish and wildlife is currently limited to population control of certain species to prevent damage to land and timber or to the species involved. Deer herds, for instance, can and do hurt themselves by overpopulation (with its resultant starvation and poor offspring) if they are not managed and harvested on an organized and programmed basis. Such control insures good hunting and fishing in certain plant areas. Hunting and fishing on the reservation are regulated by State game laws and Government regulation. Fish stocking was started in the fall of 1972 with 500 channel cats and 5500 Redear. Future plans provide for stocking of certain other native species and possible introduction of new species and habitat improvement.Most functions in grounds maintenance are performed in accordance with the Plant Land Management Plan. Such functions include mowing of road shoulders and open fields, herbiciding, turf renovation, landscaping, erosion control, beautification, pest control, and maintenance of the 10 cemeteries located here, some of which contain graves within them dating back to the late 1700s.Care of the land and proper use of the other natural resources is a matter of prime concern to the Government and to the Operating Contractor. HOW should it be done?Why is it done this way?How is it done?How might it be done better, safer, or more economically?Look at your job and see how you might eliminate, combine, change sequence, simplify or make it safer.Now you are probably thinking, where do I come in? You, and everyone, have imagination. the more you use it the better it works. Creative ability never wears out and the more you exercise it, the more good ideas you will come up with.Prove it to yourself by looking around you for improvement ideas. Dont let it bother you if the first few ideas you get seem like small ones. Sometimes the simplest ideas are the best ones, and besides, as you sharpen your imagination you will find bigger and better ideas coming to mind.You will enjoy the satisfaction you get in finding ways to do things better, and youll enjoy your reputation as a successful idea man or woman. Wrong!The fourth of July is truly an exciting time. But, in retrospect, just what does this day mean to us as Americans? Is it just a day for frivolity? do we look forward to it because of the picnics, fireworks and the hoopla of family get-togethers? I think not.Its true these things make up a portion of our celebration on this day, but only a portion. Historically speaking, the tapestry of this day embraces much much more. For despite many vicissitucdes, wars, both civil and foreign: Depression, and its dread economic opposite, inflation; racial unrest; national tragedies with international overtones; as well as many natural disaters, we have always drawn together as one people to survive. It is to be hoped that with the same show of courage and fortitude as evinced by our forebears we shall always do so.Because of the nearness of our two hundredth birthday, this day holdsan even greater significance for us this year. Let us pause for a time to reevaluate our status as citizens in the greatest country in the world. Do we have the proper prespective of our role in todays society? Do we truly appriciate all the good things we enjoy as a free people in a democratic country.It is to be hoped that the answer is yes, unequivocably. Let us not be complacent about our blessings, not despairing about our future in tomorrows world as some would have us be. Lets not be ashamed at the tears which fill the eye whenever Old Glory passes by. Let us stand up and be counted when the chips are down. Carpenter has been appointed Director of Production effective april 16, 1973. Mr. Carpenter has been at Indiana since December 1972. he was responsible for the activities of the LAP and production Components areas.Prior to joining ICI America, Jack Carpenter was employed by anaconda Alumium Company as Plant manager for five years. Prior to that he held industial positions in the mid-west and other parts of the country.Mr. Carpenter received a degree in Chemistry and mathematics from the Unipersity of Louisville. He also attended graduate school at the University.Jack and wife, Dorothy, and their daughter, Lisa, reside in Louisville. He is a memeber of the board of directors of Hurstbourne Country Club. Cosby, Government Clearance Officer for Property Disposal, has over 30 years Government service. He is President of the Charlestown Optimist Club. Bob was elected Lt. Governor of Zone 16 during the Optimist Zone meeting in Indianapolis last month. This zone is comprised of seven clubs in Southern Indiana including Madison, Hanover, Charlestown, Scottsburg, Jeffersonville, and Clarksville.Mr. Cosby has been active locally for many years in civic and youth clubs and projects. Friends and assocates from past endeavors wish him well in this latest important responsibility.
