The Indiana Negro Welfare League was formed at the closing session of what was called the race convention of colored people of the state on April 22-23, 1920. The group met at Bethel African Methodist Episcopal Church in Indianapolis and adopted resolutions and elected officers. One of the resolutions included the formation of industrial boards to improve working conditions and eliminate racial discrimination. Some of the officers elected were: George P. Stewart, President (Indianapolis); W.A. Gaines, Vice President (Evansville); Fred M. Moore, Secretary (Indianapolis); Rufus Willis, Treasurer (Indianapolis); and Mrs. Hattie Daugherty, Asst. Treasurer (Franklin). Attendees of this first meeting of the Indiana Negro Welfare League posed outside of Bethel A.M.E. Church. The Bethel A.M.E. Church Collection was funded by a 2016 grant from LSTA.
