Born in Liberty, Indiana, Burnside graduated from West Point in 1847. At the beginning of the war he was a colonel with the First Rhode Island Regiment. Promoted to brigadier general and finally major general, he resigned from the army 15 April 1865 following disappointing campaigns at Petersburg. He served as governor of Rhode Island for three years. Burnside died at Bristol, Rhode Island.
